Jakarta, Kompas – Riset dan pengembangan teknologi sel surya sebagai sumber energi listrik terbarukan oleh LIPI gagal menuju komersialisasi. Mengantisipasi krisis energi karena harga minyak terus melambung, LIPI beralih fokus pada riset dan pengembangan sel bahan bakar dengan gas hidrogen.
”Teknologi sel surya tidak bisa secara penuh menggantikan bahan bakar minyak. Masih butuh teknologi baterai yang lebih efisien untuk menyimpan energinya,” kata Kepala Lembaga Ilmu Pengetahuan Indonesia (LIPI) Umar Anggara Jenie kepada Kompas, Senin (28/4) di Jakarta.
LIPI sejak tahun 1980 menetapkan riset dan pengembangan sel surya untuk mengantisipasi peningkatan kebutuhan energi (listrik) dari sumber energi terbarukan. Sel surya butuh sumber energi sinar matahari sebagai sumber terbarukan itu.

Shell Umumkan Force Majeure

Lagos – Raksasa minyak Shell akan mengumumkan kondisi force majeure setelah dua pipa minyaknya diserang kaum militan. Shell tidak bisa mengirimkan minyak untuk kontrak April dan Mei.
Pengumuman penundaan pengiriman kontrak minyak tersebut terjadi setelah dua pipa utama minyaknya diserang oleh militan Nigeria.
“Kami dapat mengkonfirmasi bahwa akan diumumkan kondisi force majeure di Terminal Bonny untuk pengiriman April dan Mei 2008,” ujar pejabat Shell seperti dikutip dari AFP, Selasa (22/4/2008).
Juru bicara Shell, Tony Okonedo juga mengkonfirmasi adanya serangan baru di pipa minyak Soku-Buguma dan Buguma-Alakiri.

JAKARTA — PT Truba Alam Manunggal Tbk melalui anak perusahaannya, PT Enimax Power Energi, telah menandatangani kesepakatan untuk mengambil alih 80 persen saham PT Bhumi Agung Listrikindo. Bhumi Agung akan membangun pembangkit listrik tenaga gas Integrated Gasification Combined Cyrcle (IGCC) atau dikenal dengan PLTGU Syngas senilai 600 juta dolar AS dengan daya 330 mega watt di Pulau Bali.
Presiden Direktur Truba Alam Manunggal, Sidarta Sidik, mengatakan, PLTGU Syngas adalah teknologi yang sudah teruji yang digunakan di beberapa negara termasuk CIna, Amerika, dan Italia. ”Bahan bakar syngas lebih murah dan lebih bersih daripada diesel. Ini akan menjaga konsep daerah Bali sebagai tujuan wisata dunia,” kata sidarta dalam rilisnya, Rabu (9/4).
Pemerintah sempat memasukkan Bali dalam kategori daerah dengan krisis listrik. Di Bali, PLN membutuhkan lebih dari 900 mega watt untuk menggantikan pembangkit listrik tenaga diesel yang mahal serta sudah berusia tua.

JAKARTA — Pemerintah akan menerapkan sistem harga batas atas (ceiling price) dan batas bawah (floor price) untuk harga jual gas ke konsumen industri. Perusahaan Gas Negara (PGN) diminta segera menyusun skema ceiling price dan floor price gas industri ini.
Dirjen Migas Departemen Energi dan Sumber Daya Mineral Luluk Sumiarso, menuturkan pihaknya sedang menyusun kebijakan pemanfaatan gas nasional. Salah satu yang dirumuskan dalam kebijakan gas nasional ini, adalah mengenai formula harga gas.
”Supaya kita konsisten, formula harga gas itu akan kita buat berdasarkan kategorisasi,” ujar Luluk di Jakarta akhir pekan lalu. Pengkategorian gas ini, jelasnya, akan dibagi menjadi tiga, yakni kategori bahan bakar industri, bahan bakar tertentu, dan bahan bakar umum.

HOUSTON, Mar. 28 — The near-month benchmark US crude contract jumped above $107/bbl Mar. 27 in the New York market following reports of the bombing of one of the primary export oil pipelines in southern Iraq.
But oil prices fell back below that level in early trading Mar. 28 when Iraq officials reported that the transport of oil through that pipeline system was back to normal. The sabotaged pipeline moves oil from the Zubair field to the Al-Faw storage facility for export through the Basra terminal (OGJ Online, Mar. 28, 2008). The amount of
oil disrupted by the sabotage was earlier estimated at 130,000 b/d.
Oil is “at a turning point” for a $10/bbl move in either direction, depending on the strength or weakness of the US dollar, said Olivier Jakob at Petromatrix, Zug, Switzerland. “The dollar index is now back to testing the record-low support, and it will remain the trigger for West Texas Intermediate to test the record high resistance. If the euro manages to climb towards $1.60, WTI will break $110/bbl towards $115/bbl, and if the dollar manages to rebound like in mid-March, WTI will break $100/bbl towards $95/bbl.”

Indonesia aims to boost oil, gas production in 2008

LOS ANGELES, Apr. 3 — Indonesia’s state-owned PT Pertamina aims to increase production of crude oil and natural gas in 2008, despite falling short of planned output in both areas during 2007.
Pertamina Pres. Director Ari H. Soemarno told a parliamentary oversight committee that the firm would produce some 65.72 million bbl of crude oil in 2008, about 25.73% more than the 52.27 million bbl produced in 2007, which fell 8% short of the 56.57 million bbl targeted for the year.
Pertamina also failed to achieve its 2007 gas production target of 519.68 bscf, producing 405.71 bscf, around 22% less than expected. For 2008, Pertamina has set a gas production target of 438.05 bscf, about 16% lower than planned for 2007.

Japanese LNG buyers make new deal with Indonesia

LOS ANGELES, Apr. 1 — Japanese buyers have agreed to forgive Indonesia’s failures to supply 72 cargoes of LNG as part of a 10-year extension to supply contracts that were due to expire in 2010 and 2011.
Iin Arifin Takhyan, deputy director of Indonesia’s state-run PT Pertamina, said his country has been released from liability for failing to deliver 72 LNG shipments to Japan last year and causing a gas shortage.
The new contracts are for 3 million tonnes/year over the first 5 years of the contract and 2 million tpy over the next 5 years. The extensions represent a significant cut over the current contracts which call for 12 million tpy.

Mozambique announces new 8-billion-dollar oil refinery project

Maputo – Mozambique’s Ministry of Energy on Thursday announced an agreement to build an oil refinery with the capacity to produce 350 thousand barrels of oil a day in an investment valued at 8 billion dollars. The ministry said the Mozambican government had signed a deal with OilMoz company for the construction of the refinery in Maputo province. The refinery will serve both domestic and regional markets as well as other continents, the ministry said in a press release. This is the second refinery project in Mozambique. The first planned refinery in northern Nampula province is expected to produce 300 thousand barrels per day. Construction of that refinery by Ayr Petro-Nacala Logistica started in March and is expected to be finished in 2010 at a total cost of 5 billion dollars. The two refineries will substantially the southern African country’s reliance on imported fuel.

SINGAPORE, March 18 (Reuters) – Indonesia’s state oil company PT Pertamina will import a higher-than-expected 12.17 million barrels of oil products in April, up 4.2 percent from purchases for March delivery, industry sources said on Tuesday.
Pertamina had said in late February fuel imports were expected to be 11.5-11.6 million barrels in April.
The volumes, stronger than March imports of 11.68 million barrels, will help buoy Asian distillate prices at a time of robust demand within the region and beyond.
“Domestic supply is not enough due to some minor refinery problems. That has been already ironed out but demand is looking good for transportation fuels,” said a Pertamina source, who declined to be identified.

5.000 Sumur Minyak Tua Akan Diaktifkan

[JAKARTA] Sebanyak 5.000 dari 13.824 sumur minyak tua yang tersebar di Indonesia akan diaktifkan kembali untuk diproduksi. Diperkirakan 5.000 – 12.000 barel per hari (bph) dapat dihasilkan dari pengaktifan tersebut. Hal ini dilakukan sebagai upaya untuk menambah produksi minyak nasional.
Demikian dituturkan Direktur Jenderal Minyak dan Gas Bumi (Migas) Luluk Sumiarso dalam jumpa persnya di Jakarta, Jumat (4/4). Menurut dia, sumur-sumur tua yang sudah ditinggalkan tersebut, sebetulnya memiliki potensi untuk memproduksi minyak, meskipun dengan jumlah yang kecil.
“Sumur-sumur tua ini, memiliki potensi menghasilkan minyak yang cukup baik. Perkiraan hitung-hitungan kami, sekitar 5.000 sumur tua bisa diaktifkan kembali dan dapat berproduksi. Meski jumlahnya tidak banyak, kami berpikir hal ini sebagai upaya meningkatkan produksi minyak, dan optimalisasi pemanfaatan sumur tua,” ujar Luluk.
